Serious answer is that he squats wherever he wants and often where he’s not wanted. He’s got several literal holes in the wall where he hides from society and stashes stuff. Man’s never paid rent in his life.

The bag is full of expired food (although Milt’s standard of expiration and Tatu’s are VERY different, so really that bag could be anywhere from passable to nauseating), and probably whatever wood/cement chunks Torah’s torn out of the building when bored. When the trash box fills up you dump everything in Redwood’s river! Then it just disappears! Forever! No consequences.
